Multilanguage in "the Blocks" templates

Multilanguage in "the Blocks" templates was created by Ivanov

How to set up language option to choose site language for Joomla 3? I've install 2 languages, made content for both of them, but I can't choose language for content, site use only "default" language.

Check if you have option to repair database in Extension Manager/Database Tab

yes, I have, but if I choose "Fix" option- nothing happenin

That is beyond our scope, probably something not made right in latest jooomla /language pack releases. You would have to seek help on joomla forum
