Does any error message pops out? Check write access rights for files and folders. At end you can pay form installation service to us.

I dont know what else to tell you except to offer you installation service (30eur) becuse that same thing worked on thousents of other cases. Send me conntact email using "Report To Moderator" so I cold send you details.
EDIT:
One more thing you should check if you did copy from ftp clent it's possible that you did not copy all files. This method overcomes suc posibilities:
- clear your site files
- copy ...hot_start.zip to your site root
- unpack that zip directly there using hosing file manager (most of them supports unpacking like cpanel)
