It has been reported that the site is not displaying correctly in Explorer. I imagine it may be an issue in the CSS. I can't verify the report since I don't have Explorer. I'm on a Mac and the site displays well in FireFox and Safari. But in Chrome, I see it.
Do you have any suggestions or advice for resolving this?

I was concerned if it was something that I added to the code, but this line is not one of them. This seems to be from the module I made and placed in the User 3 position.
To help clear this up, I reinstalled the template from the archive. The site that is live now has an unaltered hot software template. Currently the module with the header image is enabled and in User 3 position. The issue still exists. Now Firefox is not displaying correctly on Mac or PC. If I disable the module, the issue is gone.
I think you are correct in that this is where the issue lies. I'm just not sure how I can display this graphic in the correct position. If you would like, I can create a admin login for you to review the site better.
