Try this. Open components\com_virtuemart\js\mootools\mootools-release-1.11.js and replace all content by pasting from latest mooTools you will download from internet.
Backup original because it might produce more problems that it will fix.

Hi I renamed mootools-core-1.4.4-full-compat-yc.js for mootools-release-1.11.js and have replaced the file, but not solve the problem, I see the version 1.7 of joomla with Cosmetics 1.7 and have the similar problem of wait 4 sec.
