Menu and display error on Churchly

I did a hotstart installation of Churchly template. All worked fine on regular computers. About two days ago, my Template is in error. It no longer displays the Top menu correctly, for instance, there is no more drop down. Secondly, it is no longer showing the top-panel where the logo and other modules are. It does not correctly display the carousel. It also does not display the footer menu at all. I am stuck on this and wonder how to solve it.

Security permissions on your server have changed so they don't allow access to major template resource files. For example when I browse main template css file:

http://www.covenantfaithministries.com/templates/hot_churchly/css/template_css.css

I get 403 forbiden

Thanks, so do I have to change the CHMOD to something that would allow you to see the template CSS? I thought perhaps this would be a security risk. Please advise me on the CHMOD settings that are acceptable and I could do that in Cpanel.

folders: 0755
files:0644

Does 0644 also apply to files within the folders as well, in which case I then need to change al the files within folders to 0644?
