Joomla interface behaving strangely

I uploaded the template using Hot Start installation and everything was working fine until I added a banner. Now the entire interface is corrupt. I cant add menus, the look and feel of the control panel is completely different and functions do not work.

Attachments are missing, make sure they are under 400kb , best use jpg format. Link would be more helpfull

what is going on with this support site.
i add a 128kb file and click insert and all it does is paste text [attachment:1] blah blah
it doesnt even work when you click on Preview
