You need to reset admin password from database by copying password filed MD5 value form some other known user so admin would have same password as that user after.
If you are not skilled enough you can pay us to reset your password , send contact email using "Report To Moderator"

Sir,
I know how to access the administrator area. When I or ANYONE ELSE try to sign in, the webpage flashes and comes back to the signin screen without an error message. NO ONE is able to access the front end of the website NOR the back end of the website to edit the data.
I don't need a password reset, I need the login process fixed as it is NOT WORKING! If you require a fee, please inform what the amount is to fix it and not reset my password.
Please advise.

Send me some existing account u/p so I could test that, when I try with random u/p it behaves normally telling me password is wrong. Also send your contact email in message so I could tell you right away if fee is required. Use "Report To Moderator" to send private message
