Can you change files on your computer and upload them back using FTP.
Anyway you have to use CHMOD to set folder of that file permissions to 777 (writable).CHMOD is not related to joomala. It's an option of your hosting provider control panel or your ftp application. You can also use joomlaexlorer for that change.

Same as for any other file or folder. Need to have CHMOD 777.
