jquery is not working on this server

i ve set up a joomla web site my friend's server but botuique image slides and gallery doesnt working.
what kind of settings needs to be chanced.
main page images seems black and not moving
joomla carousel page, images seems but not sliding and vertical order.
jquery is not working on this server maybe some security protokol for javascripts.

when i go to that link i get:
Not Acceptable

An appropriate representation of the requested resource /templates/hot_boutique/js/jquery.cookie.js could not be found on this server.

That means eater that file really does not exists or security limitation .
I turned off font resize script from template parameters, so reference is no longer inserted and there are no script errors.
