No, it's not in global config. You should edit default menu item (the one with star, the one that's displayed when main page is open). Under System tab, you can change the site title.

Thank you. Although I'd like if the title showed up on every page (articles etc) and not just on the homepage. Is this possible?

Sure, for every page you should edit page's menu item and type title under the System tab.
