Might take some doing split web server and database. As a government agency going out and procuring a second host is not an option. I will talk with our service provider and see if there is something we can do temporarily to allow you guys FTP access. I can setup a temp admin account for Joomla that part would be easy. I'm trying to think if there would be a free host i could use but i think the site is to large for a lot of the free host limits and i would have to change the configurations sense the current setup is dedicated web server with a separate dedicated database instead of a single LAMP setup.

Spoke to our service provided to negotiate opening up port 21 to allow you FTP access. I've created a temporary support superadmin account and will provide you with the information so you can take a look.
