Mootools is JS library included in Joomla by default. We are testing all our extensions with Mootools enabled. Our demo site with Hot Effects Rotator has Mootols enabled and it works fine with IE7. However, if disabling Mootools works for your site, it's OK.

But then other things don't work. Disabling mootools is not an option right now.
I read somewhere about making mootools load before jquery possibly fixing the issue. I dont know enough about it to ACTUALLY know though. Possible? How?

As you can see, it works fine, and also, you can see in the source code that it loads Mootools library.
Therefore, it's not about Mootools. You should disable one-by-one other scripts that your template loads (or modules and plugins in your Joomla backend).
You will find the one which makes conflict, and then, you must choose between this one or Hot Effect Rotator. It's not always possible to run several dynamic scripts at once on a page.
As you can see, it works fine, and also, you can see in the source code that it loads Mootools library.

But it has many other JS files. You must try to disable them one-by-one to find out which one makes the conflict.
