Thumbnail Sizes wont resize

I have tried resetting the sizes (height and width) for thumbnails, but it always looks the same. I have deleted all existing thumbnails and the thumb folders, then reset the new size, but it never changes. I have even tried this in reverse order. Also, I have deleted the cache every time to ensure I wasn't looking at a cached version of the thumbs. Is there another setting somewhere? The thumbnails are large and out of focus on a computer screen, and almost full page on ipad and phone screens.
