Template Manager Layout Question

What causes this to happen? Overall, it really doesn't bother me since it is probably a corrupt file somewhere. I don't know if any of you have seen this. These pictures are from two different domains running on the same off-site server.

One has the HEX color visually displayed, while the other one doesn't.

Maybe you should just clean your browser's cache?
