Installation issues

When I load the hot start installation on the root server and go to the website using the index.php it show the original template website not hot start one. And when I created a sub folder it goes to the installation and once I get to the server info it states it cannot connect to the server. I have checked the server info and everything is correct. Please advise on what I am doing wrong...and why won't it start using the files on the root when trying to install?

You should upload HotStart files in empty directory. If you like it to upload it to the root, please delete everything from it before you upload. Also, prepare CORRECT db access parameters. Don't forget to click Install Sample Data during installation.
