I have the Joomla 3 version of SPortal. Is there an easy way to optimize it for mobile devices?

That is older non-responsive template. You can do scaling:

developer.mozilla.org/en-US/docs/Mozilla...le/Viewport_meta_tag

you would put that meta tag in head section of index.php of template
