You need some extension module for that, free ones can be found , search on extensions.joomla.org

i created a widget in twitter and have this html i then went to modules new custom html and pasted this in and it didnt work I used all three editor choices and still all it did was paste the code on my site

Script is forbidden by default. You need to enable it it your editor first. Go to editor configuration if TinyMCE then you go to plugin settings and enable script tag.

So you go to Plugin Manager, find TinyMCE and click on it to enter its settings. You will seet:
Prohibited Elements = script,applet,iframe
remove script from this list
Prohibited Elements = script,applet,iframe
remove script from this list
