Cannot edit .bluewave or many other elements was created by chinsen

Hi,

I'm trying to edit the .bluewave element on the site, and no matter what changes I make to layout.css it's being overridden by CSS elsewhere. All firebug can tell me is that it's coming from http://localhost:90/watherapy/index.php (see image below).

This is affecting a load of other things I'd like to change too. What can I do about this??

That is in /css/template_css.php
