1.check chmod of params.ini file in template directory.
2.If (1. 777) ok move it so some backup location and replace it with blank file you create from any text editor with that same name.

What do you mean by if (1.777)?

777 is CHMOD value for full permissions to everybody. I meant "if permissions are ok then..."
