Options do not appear after installing Sparky

Have installed Sparky, both on a testing server and on a live server, but keep getting the same thing showing up. Only shows Style Name, Template, Default & ID, but no options appear. Noticed another person had the same thing happen and when I checked the error messages, I had the same errors appear:
Uncaught TypeError: Object [object Object] has no method 'collapse' index.php:61
Uncaught TypeError: Object [object Object] has no method 'tooltip' template.js:13

When I looked the first error up online I found a note indicating there may be a double entry of the same JS script causing a conflict. Also looked at the main page & the notation was there about no conflict under the scripts, so not sure why these errors keep showing up. Have downloaded newest versions of both Joomla & Sparky. Also downloaded the latest version JavaScript in case that was the problem.

Any ideas how to get this to work? Would like to be able to use your program.
