Removing Article Separator

Removing Article Separator was created by alandoyle47@gmail.com
I have the Article Separator appearing at the foot of every page www.bluewavehost.co.uk/hsl/index.php

How can I remove this - I have played about with template_css.css and template_css.php but can not get it to go away

I do not need an article separator

in layout.css:

.footer4 {
border-top: 1px dashed #242424;
padding: 15px 0 30px 0;
}

remove: border-top: 1px dashed #242424;
