You have this in index.php:
<div class="header">
<div class="logo">
<div class="logo_pad">
<jdoc:include type="modules" name="logo" />
</div>
</div>
<div class="search_box">
<jdoc:include type="modules" name="user4" style="xhtml" />
</div>
</div>
and css is layout.css so do your customizations
<div class="header">
<div class="logo">
<div class="logo_pad">
<jdoc:include type="modules" name="logo" />
</div>
</div>
<div class="search_box">
<jdoc:include type="modules" name="user4" style="xhtml" />
</div>
</div>

You need hot designation module to be on top above header? And you need it to be wider than rest of template?
