Check permissions (CHMOD) for example when I browse directly:
I get NOT FOUND , that could meant that file is not there - if FTP copy had errors , or that you have not granted read permissions so file can not be accessed.

the file promo1.jpg has read permissions. and all of the files (pictures are there)

Check parent folders. You should be able to view any image directly on web server no matter on joomla or PHP code, so it must be something related to that. Also check if you have some uri rewrite that can cause such problems also.
