In administration->modules->choose "Menu" type and choose "Top menu". On the bottom left, you have choice where module is showing.Make choice on popup (display all except this context or something like that) and choose Home Page.
Sorry for translation because I'm not using Joomla in english

Replace index.php of template with one in attachment.Also you should not have featured articles and home page item type should be Featured or Front page layout.

one more question. now i translated all pages and menus, and its ok. i can choose language that i want and change (main menu, articles etc.)

BUT! i cant switch "top menu" items. this is my last problem with my web page
