I am having trouble sending an email contact form to the left under the fast could you help? error (The mail () function has been disabled and the mail can not be sent.)

Try to use SMTP server for mails. Mail configuration is in joomla global configuration. If you are hosting on IIS usually you can have much trouble with that. Also your hosting administrator can help you best with that issue because they know the best what is installed/enabled/disabled on their server .
