Yes I see it works in chrome but not in FF and ie10. Try this , replace content of file:

templates/hot_hotel/js/scrollTo.js

with content from:

demos.flesler.com/jquery/scrollTo/js/jquery.scrollTo-min.js

I do not understand, I need all the contents of the file (templates/hot_hotel/js/scrollTo.js) remove and insert it (demos.flesler.com/jquery/scrollTo/js/jquery.scrollTo-min.js) ?

Yes that is script - code in text. You you just copy content form that online file and overwrite content in file you have on your site.
