USER1 position not an option?

I'm trying to put a module in the USER1 position, but when I use the drop down menu to select it, it's not there. It starts at USER3 and goes to USER16. It would seem that USER1 and USER2 are missing.

I'm using the template for Joomla 1.5X and I loaded the template to a preexisting site.

Any clues as to how this could happen? I looked on the image of all the module positions and there should be a USER1 under the ADVERT positions.

no that are just names, we have certain positions we alwaus give same name and that temple does not have them in it's design.

So there is or isn't a USER1 position? I clicked on the link and the graphic shows a USER1 position.

Also, I just did a HotStart install from the same download and the USER1 position is present in the HotStart, but not in just the template.

Yes, it is not embedded into layout, only the name is defined in templateDetails.xml
