Menu Bar Drop Down

When scrolling down with this template a menu bar appears across the page with a small logo and the menu - is it possible to disable this effect so that it does not appear?

Add this at bottom of template_css.css:

.sparky_full.logo_row{
position:static!important;
}

Turning this off also seems to solve a flickering shiver thingy that happens from time to time when you pull to the bottom of the screen at odd sizes…. I know this sounds vague, but if anyone comes across this issue they will know what I mean.
