Install is hanging up on final screen

Please help - I am through the install process and click INSTALL on the 3rd screen and it looks like it might be installing but then just returns me to the same place. My error log reads:

[05-Mar-2015 12:35:33 America/Chicago] PHP Warning: simplexml_load_file(): I/O warning : failed to load external entity "/home/peremarq/public_html/administrator/manifests/libraries/phpmailer.xml" in /home/peremarq/public_html/libraries/cms/installer/installer.php on line 1936

I have searched your support docs and google as well but am not finding anything similar.

Can you please help me finish up my installation?

Check file/folder permissions CHMOD. Folders should be 755 files 644

Please re-download template and try to install from start again.

Thank you. That file was missing from the package. I uploaded it separately and all appears to be well.
