Creating Menus

I installed the template Bocks and have begun to create the corresponding menus, but I completely block.

In view of this I ask the following:

As I can create static menus (red box) since I created menus are dynamic (green box).

I don't get your question. By default there are 4 menus. Titles are menu titles down items are their items.

The first 4 types are fixed, as this is done.
