i try to turn off SEF and now it works FINE (but withouf SEF option, that is nice)
the cache is turned off in this developing state.
how i have to proced to rebuild the menu? (steps)?

Best delete it, create new menu and add your menu items. then in menu module change displayed menu to that new you create
