Vertical Accordian Menu doesn't work

I am working with the Bokeh template and when I add a sidebar accordian menu to my pages, the main menu drop down displays all drop down panels and the accordian menu also displays all panels, there is no animation.
As you can see in this screenshot, there is no mouseovers being done here, that is how the page renders.

I am using Joomla 3.2

I would appreciate any advice or fix. I really don't want to have to use a menu extension when you have such great features in Sparky.

I have set the links menu on all pages to accordian and this is what happens

Open index.php and add this line :

just above </head>
