we are getting a 403 error when trying to change the template settings, the style and the colour

Configure permissions (CHMOD) properly. Folders=755 , Files=644

what files/folders am i looking for to chance because they look its already set to that

Try to set them to 777 temporally for all files and folders in template folder. Also set 777 for configuration.php is site root to see what happens.

403 is access forbidden, maybe your hosting provider support can help you better, its certainly not related to template.
