I'm sorry, but I really do not understand what to do.
I just see that 'load jquery' is disabled in hot carousel module (attachment).

no: the menu is responsive only in home page ( www.brignolocaruso.it/ ), where there is the carousel module, but NOT in all other pages

Open index.php of template, after this line:

JHtml::_('behavior.framework', true);

insert:

JHtml::_('jquery.framework');

Now it's ok, responsive menu on all pages!

One more question: the website is very slow. I tested it with google PageSpeed, and it suggests to optimize the loading of css and javascript of the template. Are there any settings to do that? Or do I have touse .htaccess file?

There are no settings for that, there are some extensions but they usually create more problems than benefit.
