Can't use style/layout builder was created by colorstudio

I do not see any way to see and edit the layout builderin the template manager. Only css editing pages. What's' happens?
Joomla3.11 installed.

At bottom of templates\sparky_framework\css\tadmin.css add this:

DIV#options.tab-pane.ui-tabs {
display:block!important;
}

there is no templates\sparky_framework\ in my server....
but i see the template styles and it works some weeks ago...!!!
