I bought a Gym Template Joomla 4
Your website says: template is based on the Sparky Framework. Using a drag and drop technology you can create or edit website layout and add or remove elements.
This cannot be done in the administrative panel of the template (screenshot). 
How to add new row?

You did not install the template properly. I don't know what you did but the layout is empty.
