Anchors not working!

Hi,

My 'scroll to top' anchors do work, but they link to the wrong place. When you click them, the page scrolls to an article in the middle (used to be "IV. County Management"). What can I do about it?

There are directed to:

<a name="top" href="#top"><img src="/speeltuin/images/top.png" border="0" alt="back to top"></a>

which is above "WORK DOCUMENTATION AND INFORMATION ABOUT PAST RESIDENCY PROGRAMMES"

so destination is element with name="top"
