"scroll to top" buttons link to wrong place

Hi,

My 'scroll to top' anchors work, but they link to the wrong place. When you click on them, the page scrolls to an article in the middle (formerly called "IV. County Management"). I really don't know how that happened. I want them to link to the top again. What can I do about it?

Also, after sending a message via the 'contact us' form, the page immediately scrolls back to the top, even when there is an error and the message hasn't been sent. In order for the user to get a confirmation, is it possible for the page to stay at the contact form after hitting the 'send' button?
