Hi, how I can change the background of the top bar? I think it 's a globe.

The top bar image is here:
/media/templates/site/politics/images/custom/header_bg.png

So, make your PNG image, dimensions 1440 x 159 pixels, name it "header_bg.png" and upload it to this folder (overwrite the original image). Refresh the browser and if you don't see the results, clear the browser cache.
