I have discovered email will not work if you upgraded to joomla 3.5.1 but not upgraded Virtuemart to 3.0.16.

Is it safe to upgrade virtuemart to this 3.0.16 ( I am currently running 3.0.6)

You can't be 100% sure, so, before upgrading make sure you have backups in safe place.
