Layout for logged in user verus logged out

Up to now I have been working on a site in the off line mode and recently when we turned the site into on line mode we noticed an issue with the layout which changes depending upon someone being logged in.

When logged in the following appear:
Featured products on home page.
Pagination of products in product category views.

However when logged out neither of the above appear. Why would this happen?

You can test by logging in front end "Registered Customers Login" with tester / testing.

Did you did some settings regarding access permissions for modules, menu items.... ?
