in the root of the /js folder the .htaccess file indicates that it is empty and the is has a sprocket on the icon. if that helps at all

Yes, that's OK. SEF links works fine with .htaccess like that on my Godaddy account. Perhaps it's not good for you. Wait about 30 mins, it may start working, otherwise please contact GoDaddy support for help.
