Perhaps I made a mistake. This menu is in USER3 and it's without drop-down submenu. So in menu module settings you should:
1. select LIST for menu type
2. leave Menu Tag ID empty
The other horizontal menu is in USER9, it has drop-down submenu and it should be configured as per link I sent.

Have you tried to change [Menu Style] in module parameters?

Guys thanks a lot for your help. Both Ivan and Milos. Milos gave the solution to the problem by remove the tag ID and leave it blank.
