I created a new directory and named it Sportal to see if that would work.
www.hoopstyles.com/sportal/hot_sportal_u..._first.zip/index.php
When I put the URL address in I get this error message
Warning: Unexpected character in input: '\' (ASCII=92) state=1 in \Hosting\6569745\html\Sportal\hot_sportal_unzip_first.zip on line 58
Parse error: syntax error, unexpected '!' in \Hosting\6569745\html\Sportal\hot_sportal_unzip_first.zip on line 58

The link above is TOTALLY incorrect, and you course you got 404 error.
You should UNPACK (unzip) the archive hot_sportal_hotstart.zip and then upload unpacked files and folders to a folder of your server.
Please follow instructions carefully. If you don't know enough about packing/unpacking of files, or how to work with ZIP archives, please learn this first. In instructions it's assumed that you know that.

When I extract all the zip files into a folder it becomes 30.7mb is that correct, but then when I try to upload to fileZilla it becomes 4076 files to upload and it takes way too long and it never finishes. I'm supposed to extract all the zip files that were downloaded right? What am I doing wrong?

The amount of files are correct. There is similar amount of files if you are installing regular clean Joomla.
If you have hosting with cPanel, you can upload ZIP archive and unpack it directly on server.
I suggest you to ask hosting provider for help with file uploads.
