Layout Builder missing in Joomla 3.1 admin

I had ALL the labels DGICREATIVE because I thought they had to be all caps to match the naming conventions. I did a find and replace and replaced them all with dgicreative and NO MORE errors and all the labels show up perfectly!

I have upgraded my Joomla 3 and Migrated it using Kickstart and Ackeeba to another host.
After couple troubleshooting sessions I got everything working except the Sparky admin section.
There is no panel or menu. There's only couple fields with some text and they can't even be edited.

I downloaded the new version of Sparky on a separate folder. At first, I made the new Sparky template default, and I could see the admin panel, but the site had a big "YOUR LAYOUT IS EMPTY" Message.

When I reverted back the site to the old Sparky template, the site is back, but it's missing the admin panel.
I thought I could may be work on the new template to replicate the layout while the site uses the old sparky, but even the new Sparky template is missing the admin now...

How do I fix this?

How do I use the new one without having to redo all the layout design?
The new one is not showing the admin panel, either.

No just overwrite files, just apply customization you had in template files if you had them.

I don't understand.
I don't have the export and I cannot see the admin to do the export anymore.
I am not sure how to keep my customizations. I need to take the layout from the old version and apply it to the new one.
How do I do that?
