Thank you Ivan for the reply. But my problem isnt solved yet.
i was running the site locally and what i did to kind of fix it was to change the turkish language categories, articles, etc to All and it worked. but when i uploaded the website on a server. it only showed EN language and not the turkish. it was like the turkish material did not exist.
so i designed the website from scratch using sparky again using all the suggested ways for a multilanguage web site. and guess what the same problem exists.
so here is what i have done:
1- added turkish language pack with the tag 'tr-Tr'
2- enabled language filter plugin
3- added english and turkish menus
4- added needed categories and articles and modules in both languages
5- made 2 copies of my existing (exported) sparky template and assigned a language to each one
6- added the language switch module
now i have 3 templates one is the default (ALL) and no menus assigned to it, second one is the English language assigned with the menu and third one is the turkish.
again when i click the turkish language on the language switch it shows me the default template instead of the turkish one!!!!
its really bugging me that i have not been able to fix this. can you suggest anything.

As there is menu module assignment there is also template menu assignment. You you need to configure that also in template options

Thank you Ivan.
I solved the problem. you were right it had nothing to do with sparky. there was a problem in language tag. one of the letters should have been capitall and it was not. i used "Multilanguage status" module to find the problem and fix it. thank you again for your support
