Menu will not collapse!

I have tried searching for the menu option to now show menu at all times setting it does nothing.
What am I doing wrong. My menu stay always open on the sub items and I only want them to pop up on hover.
I'm sure it is something stupid, but I am tired and give up and would like help.
It's a J! 2.5 site.

Always show sub menu items should be set to yes. If you are talking about top menu in module settings:

Menu Tag ID = nav

Why should it be set to "yes" if I do NOT want sub menue items to always show?
And what do you mena regarding trhe statement,

I want the Top level )parent) menu items to show.
What I do NOT want is for the menu to always be expanded showing child level items. I only want those to show on hover or click by user.

Illustrate it? You're kidding, right?
Second level menu items are always open on one of the three slides. They never collapse swing just the parent items and slide pictures. One of the three slide pictures always has a menu open on it.
