1024 x 768 resolution problem

No-how easily, design is like that targeting most common desktop display types. You can use different size of picture but you would have to adjust all other elements to fit.

Well I can not help you on that because it is not bug, as I said layout behavior is like that. On smaller screens bg image has to be cut-off.
