You can try coping the .htaccess file or try renaming Joomla's default htaccess.txt file. Anyway, all problems with the .htaccess files are related to server, so you need to consult your web hosting provider.

I solved the issue by Switching off "Use URL Rewriting" in Global Congig | SEO

BUT THIS TURNED OUT NOT TO BE THE FULL FIX, Will repost more When I have found the soulation
