It’s possible that there are some missing files of Joomla. Did you upload the HotStart package via FTP or unzipped it on the server directly? What’s your hosting control panel (cPanel, Plesk, something else)?

I uploaded via FTP. I will say I had to then move the folders into a sub-directory so there was an extra step. Can you point out the modules/files that would be driving these upgrades/etc... I don't want to lose the current site
